Based on the Program for Using Capital Grants for Financing Investment Projects of Municipalities and Municipalities in the City of Skopje for 2025, number 50-1589/2 dated 07.02.2025 (“Official Gazette of the Republic of North Macedonia” No. 27/25) and the Extract from the draft minutes of the 49th session of the Government of the Republic of North Macedonia, held on 07.02.2025, number 50-1538/12 dated 07.02.2025, the Ministry of Local Self-Government announces:
PUBLIC CALL
for expression of interest by municipalities for
financing infrastructure projects from Subprogram AA
SUBJECT OF THE PUBLIC CALL
The subject of this public call is the expression of interest for the allocation of funds to finance infrastructure projects from Subprogram AA and submission of project proposals, based on previously established criteria and procedures of the Ministry of Transport, Ministry of Environment and Physical Planning, Ministry of Education and Science, Ministry of Social Policy, Demography and Youth, Ministry of Sports and Ministry of Culture and Tourism, published on their websites.
The goal of this open public call is to allocate funds to municipalities for projects whose implementation will contribute to improving local infrastructure with a direct impact on increasing economic growth, development, and improving the quality of life of citizens.
AMOUNT OF FUNDS
The total amount of funds for financing projects under this call is set up to 15,000,000,000 denars.
Funds from paragraph (1) will be used based on a decision by the Government of the Republic of North Macedonia, proposed by the competent ministry in cooperation with the Ministry of Local Self-Government, pursuant to Articles 34, 35, 39, 42, 43, and 44 of the Law on Budget Execution of the Republic of North Macedonia for 2025 (“Official Gazette of the Republic of North Macedonia” No. 254/24).
BENEFICIARIES OF THE FUNDS
The right to submit applications and project proposals belongs to municipalities and municipalities in the City of Skopje.
Interested beneficiaries, as drivers and bearers of necessary changes in economic, social, and other developmental activities, are invited to submit their applications and project proposals in accordance with the established project financing criteria from point 1 of this Public Call.

METHOD AND DEADLINE FOR APPLICATION
Interested beneficiaries submit application forms and complete project documentation for the public call from the date of publication of this call and no later than April 30, 2025.
Application forms are submitted to the Ministry of Local Self-Government - Commission for Public Call Proceedings with a cover letter indicating the total number of application forms submitted (a separate application form is completed for each project). The application forms should be submitted in printed and electronic form on USB (in Word and PDF format) to the archive of the Ministry of Local Self-Government, boulevard “Sv. Kiril i Metodij” No. 54, Skopje, every working day from 08:00 to 15:00, in two original copies (downloaded from www.mls.gov.mk).
Complete project documentation related to the application form must be submitted by interested beneficiaries to the archive of the competent ministry, in printed and electronic form.
This Public Call is published on the website of the Ministry of Local Self-Government and in two daily newspapers (one in Macedonian and one in Albanian).
