Mission and Vision

MISSION


Advancing the local self-government system to provide local public services at the level of established standards according to citizens’ needs, as well as promoting and creating conditions for dynamic territorial development through policies for sustainable local development and balanced regional development, aiming to reduce disparities in municipal development, as well as between and within planning regions, in a transparent and inclusive manner. The Ministry of Local Self-Government fulfills its mission in coordination with other competent ministries, municipalities, and ZELS, in consultation with the civil and business sectors.

 

VISION


A decentralized and sustainable system of local self-government that ensures citizen cohesion, delivers quality and standardized local public services, and generates balanced development of municipalities and planning regions.

 

TASKS AND RESPONSIBILITIES OF MLS

  • Preparation of laws and by-laws regulating and developing the local self-government system and balanced regional development;

  • Monitoring development and proposing measures to improve local self-government;

  • Monitoring and promoting balanced regional development;

  • Monitoring the functionality of the territorial organization of local self-government;

  • Encouraging, supporting, and monitoring inter-municipal cooperation;

  • Implementing cross-border and transnational cooperation programs, according to the EU regulations for implementing the Instrument for Pre-accession Assistance (IPA – cross-border and territorial cooperation);

  • Maintaining registers and records according to the law (register of municipal coats of arms and flags, record of established forms of inter-municipal cooperation, record of international cooperation of municipalities, record of forms of local self-government, record of development potentials of municipalities and planning regions).
